Measure national tourism carbon emissions to identify hotspots, inform strategy and measure any progress in decarbonisation over time.
Avoid excessive tourism development and identify sustainable growth thresholds (which in turn requires measurement to be in place in the first place).
Shift focus onto short-haul markets and discourage long-haul aviation, especially for the top twenty destinations – as the modelling shows that this is a very effective way of reducing overall carbon emissions. Long-haul aviation has contributed significantly to the surge in carbon emissions from tourism.
Address inequality between countries by factoring in the social cost of carbon emissions. This requires deep discussion and careful consideration, but it is entirely possible to come up with fair and objective measures in this area.
